Russia has re-started cold-war style air patrols, but Russia is not really interested in severing relationships with the West like it was during the first cold war. It is dependent on the West to buy its natural resources so it has money to spend on consumer goods. Putin is just posturing in front of the Russians, trying to remain popular by appealing to people's patriotic streak. The West has also become more dependent on Russia's natural resources, so they have to tolerate such tactics to some extent.
